Kano State 2025 Proposed Budget Passes Second Reading in State Assembly

The Kano State House of Assembly has successfully passed the second reading of the 2025 proposed appropriation bill, marking a significant step toward the state’s economic and developmental goals. The session, presided over by Speaker Alhaji Jibril Isma’il Falgore, featured in-depth deliberations on the bill, which is poised to boost the state’s infrastructure, human capital, and overall economic standing.

Presenting the bill, the Majority Leader and Member representing Dala constituency, Alhaji Lawan Hussaini Dala, emphasized that the N549.16 billion budget, dubbed the “Budget of Hope, Human Capital, and Economic Development,” will play a pivotal role in transforming Kano into a global hub of growth. He explained that the budget will be funded through a combination of a N24 billion opening balance, internally generated revenue (IGR), and federal allocations, among other sources.

Lawan Hussaini urged the lawmakers to conduct thorough scrutiny and take swift legislative action to ensure the budget’s timely passage. He also stressed the importance of focusing on human capital development and economic progress.

Deputy Speaker, Alhaji Muhammad Bello Butu Butu, praised the executive for prioritizing capital expenditure over recurrent costs, underscoring the need for ministries, departments, and agencies (MDAs) to show accountability and improve revenue generation. He called on committee chairmen to carefully review the performance of MDAs in the outgoing year as part of the budgetary discussions.

Salisu Ibrahim Muhammad, representing Doguwa Constituency, lauded the allocation of 31% of the total budget to the education sector, calling it a timely and essential investment in the state’s future. He urged stakeholders to ensure the effective use of these funds.

In his closing remarks, Speaker Falgore highlighted the importance of focusing on people-centered projects during the budget’s public hearing to ensure sustainable progress.

The House has referred the 2025 proposed budget to the Committee on Appropriation, chaired by Alhaji Aminu Sa’adu Ungogo, for further review and recommendations. The committee is expected to report back in four weeks, signaling a crucial step toward finalizing the budget for the upcoming fiscal year.
