In a remarkable testament to his decades-long dedication to public service and excellence, Bashir Abubakar has been appointed by President Bola Ahmed Tinubu as the new Chairman of the Public Complaints Commission (PCC). This appointment is not just a recognition of Abubakar’s outstanding contributions to the civil service but also an affirmation of his unflinching commitment to justice, transparency, and good governance.

Bashir Abubakar’s civil service career, spanning over three decades, is marked by perseverance, hard work, and a steadfast commitment to public service. His ability to navigate challenges and deliver impactful results has made his journey exemplary, reflecting his dedication to improving the lives of ordinary Nigerians.

Bashir Abubakar, MFR, born on December 12, 1962, holds the title of Barden Kudun Zazzau. He retired from the Nigeria Customs Service in 2020, having reached the rank of Assistant Controller General of Customs (ACG). After retirement, he ventured into politics, contesting the Kaduna State Governorship primaries under the All Progressives Congress (APC), where he finished as the first runner-up.

Abubakar completed his early education in his hometown, finishing primary school at L.E.A. Anguwan Fatika, Zaria, in 1975. He attended Government Secondary School (GSS) Zaria, graduating in 1980, and then completed his studies at the School of Basic Studies, Samaru Zaria, in 1981. He earned his first degree from Ahmadu Bello University (ABU) Zaria in 1984. Following this, he fulfilled his mandatory national service in 1984-1985 at the University of Ile-Ife, now Obafemi Awolowo University, Ile-Ife, Osun State. Additionally, he completed a diploma program at Kaduna Polytechnic in 2005.

Bashir Abubakar has built a reputation for his meticulous attention to detail and strategic thinking throughout his career. In various government roles, he has led initiatives to improve efficiency, accountability, and service quality, earning the respect of his peers and public trust. Now, as Chairman of the Public Complaints Commission (PCC), Abubakar brings extensive experience in public administration at a critical time when the PCC is tasked with tackling administrative injustice, maladministration, and corruption—key issues for the Tinubu administration.

Bashir Abubakar has consistently championed justice and fairness throughout his career, ensuring that all Nigerians have access to the justice they deserve. His leadership is marked by an open-door policy, a readiness to listen, and a commitment to decisive action. Abubakar also believes strongly in collaboration, recognizing that Nigeria’s challenges require collective effort. He has actively promoted partnerships with government agencies, civil society, and the private sector, driving positive change in the institutions under his leadership.

As Bashir Abubakar assumes leadership at the Public Complaints Commission, stakeholders are optimistic about his ability to uphold his legacy of integrity and excellence. His vision for the Commission emphasizes prompt and fair resolution of public grievances, with a strong commitment to justice and transparency. Abubakar’s strategic approach is expected to drive significant reforms, enhancing the Commission’s efficiency and effectiveness. Under his leadership, the Commission is likely to renew its focus on safeguarding the rights of Nigerians, ensuring it remains a crucial instrument for justice.

Bashir Abubakar’s appointment is a clear signal of President Bola Ahmed Tinubu’s commitment to placing capable and trustworthy individuals in key positions of authority. It is a move that has been widely praised by many who believe that Abubakar’s leadership will steer the Public Complaints Commission towards greater achievements.

In 2022, Abubakar entered politics following significant pressure from various quarters in Kaduna State. Despite joining the APC governorship race just six weeks before the primaries, he secured the position of first runner-up. After the primaries, he was invited by the APC governorship candidate, Senator Uba Sani, to collaborate for the party’s success, which ultimately led to APC’s victory in the governorship and majority of the state assembly seats.

Abubakar has made substantial contributions to his community, particularly in renovating and reconstructing health centres. He advocates for the “Back to Base Campaign,” encouraging young people to embrace traditional professions like farming, blacksmithing, and embroidery work.

He serves on various boards and committees, including the Zazzau Educational Development Association (ZEDA) and as Chairman of Iya Alu Memorial Schools. He is also the Vice President of Alhudahuda College Zaria and the National President of the ABU Old Boys Association. In recognition of his contributions, the Kaduna State Government named a school after him.

During his 33-year career with the Nigerian Customs Service, Abubakar held key positions, including Comptroller Headquarters under the Comptroller General’s office, Customs Area Controller for various commands, and ACG Zonal Coordinator Zone ‘B’ Headquarters Kaduna, among others. His dedication and leadership were pivotal in several critical operations, including “Operation Swift Response.”

Abubakar has received numerous awards, including the Customs Controller General Merit Award for Best Revenue Recovery (2004), commendations from Comptroller General Hameed Ibrahim Ali for dedication to duty, and the World Customs Organization Merit Award (2019). On September 19, 2022, President Muhammadu Buhari conferred on him the national honour of Member of the Order of the Federal Republic (MFR).

Bashir Abubakar’s appointment as Chairman of the Public Complaints Commission is not just a personal triumph, but a victory for all Nigerians who believe in the values of justice, fairness, and accountability. His journey from a dedicated civil servant to a distinguished public servant is an inspiring narrative that underscores the importance of integrity, dedication, and service to the nation. As he steps into this new role, there is no doubt that Bashir Abubakar will continue to be a beacon of hope and a shining example of what true public service should be.
